Permission….? Hmmmm!
Strictly speaking, probably yes!
In reality – no. The site is easy to access – there are several large holes in the fence (or at least were when I went there). Just follow the rules of urban exploration – take only photos, leave only footprints… and as with any site like this, take care, as they can be dangerous!
